Capital One, Other Banks Plan Stock Sales to Repay TARP

Capital One Financial Corp. announced plans to sell 56 million shares as it looks to take advantage of a two-month upswing in its stock price to raise cash and pay back its funds from the Troubled Asset Relief Program.
